In July 2010, Shimou, director of the Land and Resources Bureau of Shuoxian County, Yuanyang, was sentenced to 10 years in prison by the Qixing District Court of Guilin for accepting bribes. He was temporarily executed outside prison because of rheumatic heart disease and bladder cancer.
However, four years later, some media broke out that Shimou had not been in prison for a day, but also appeared in Guangzhou, Nanning, Liuzhou and Hechi many times, and even flew to Chengdu, Sichuan.
In this regard, the Yangshuo County Public Security Bureau reported that Shimou only took time off when he went to Nanning and Guangzhou to seek medical treatment, but he did not take time off in other places where Shimou went, which violated the relevant regulations on temporary execution outside prison. The state established the system of "medical parole" to show respect for life and health and protect the right of seriously ill criminals to treat diseases. But in practice, it often becomes a "shield" and a "safe haven" for the powerful to escape legal punishment.
