Recently, a meeting of the leading group for applying for the World Heritage of Jinan Spring City Cultural Landscape was held. As early as 1998, Jinan Mingquan Office proposed to declare the world natural and cultural heritage as "Jinan Spring Water". However, due to the continuous stop of Baotu Spring, this work was temporarily put on hold.

By September 6th this year, Baotu Spring, the first spring in the world, had been continuously spewing for 20 years since it resumed in 2003, setting a new record of continuous spewing time since 1970s. The beautiful scenery of Jinan’s "Thousand Springs Competing and Spraying" makes tourists at home and abroad linger.

From stopping spewing to continuous spewing for 20 years, behind 7305 days and nights is the city’s many efforts to save water and protect springs. Established a famous spring protection committee, issued a famous spring protection plan, legislated for spring protection, implemented five major reservoir connection projects, and subway construction "made way for springs" … Jinan continued to increase ecological water supply and played a series of "combination boxing" for saving water and protecting springs.

In order to better protect the precious wealth of spring water, successive Jinan municipal committees and governments have attached great importance to the protection of spring water and the declaration of world heritage.

In September, 2009, the "Jinan Famous Spring" project was listed in the "Preparation List of China National Natural and Cultural Heritage". In 2012, Jinan Mingquan Protection Committee, Jinan Urban Landscaping Bureau and Jinan Mingquan Research Association joined the "Urban Cultural Landscape Heritage Protection Alliance" to strengthen exchanges and cooperation with relevant successful cities. In 2013, Jinan established a leading group for the application of "Jinan Mingquan" and adjusted the application direction from "Jinan Mingquan" to "Jinan Spring and City Cultural Landscape". In 2017, Jinan established a leading group for the application of "Jinan Spring City Cultural Landscape".

In March, 2019, the State Administration of Cultural Heritage listed "Jinan Spring and City Cultural Landscape" in the Preparatory List of World Cultural Heritage in China. On October 16th of the same year, Wanzhu Park was successfully selected as the eighth batch of national key cultural relics protection units.

The honor of these two "national names" greatly encouraged Jinan’s confidence in applying for the World Heritage.

"Mountain Spring Lake and River City" is a unique urban resource endowment in Jinan. The ancient city of Jinan was formed in the 12th century. In the long-term urban development process, in order to cope with the special spring environment, a unique urban spring water management system, special building site selection and construction technology, and unique urban construction characteristics were formed.

As a famous historical and cultural city, Jinan ancient city and commercial port coexist, mountain springs, lakes and rivers are integrated, and the historical and cultural heritage is profound. Old streets and old buildings represent the unique historical and cultural city style of Quancheng. At present, there are 3 historical and cultural blocks, 1 traditional scenic area, 64 provincial-level excellent historical buildings and 178 municipal-level historical buildings in Jinan.

In recent years, Jinan has focused on accelerating the application for World Heritage and doing a good job in the protection and inheritance of history and culture. It has successively issued the Regulations on the Protection of Famous Historical and Cultural Cities in Jinan, the Notice on Strengthening the Protection of Historical and Cultural Cities and Promoting the Organic Renewal of Cities, the Notice on Further Strengthening the Protection of Historical and Cultural Blocks, Traditional Scenery Zones and Historical Buildings, and the Implementation Scheme Design of the Start-up Project of Historical Blocks. Jinan has also completed the restoration and protection projects of the western city wall site of Mingfu, the bell tower temple platform, Qifengqiao Street, Wangfuchi Street and Mashi Street.

Focusing on strengthening the overall protection and upgrading of the ancient city, Jinan insists on paying equal attention to protection and utilization, explores new paths for the protection, repair and activation of historical buildings, and implements the protection and renewal of Furong Street-Baihuazhou and Jiangjunmiao, enriching the format of the ancient city and rejuvenating the ancient city.

At the same time, Jinan also promoted the transformation of infrastructure in the area. Last year, with the help of "Zhongyou" strategy, the urban renewal project of Jinan ancient city was officially launched. In order to speed up the application for the World Heritage, Jinan has successively compiled the Study on the Value of the Cultural Landscape of Jinan Springs and Cities and the Protection and Management Plan of Jinan Springs and Cities. Planning and publishing the special topic of applying for World Heritage in the magazine of World Heritage, and publishing books related to applying for World Heritage such as Quancheng Library, Damei Quancheng and Jinan Quanshui Poetry.

As a concrete measure to apply for the cultural landscape of Quancheng, Jinan has also vigorously carried out heritage publicity and exhibition activities, planned and launched ten themed spring tour routes such as "Follow the textbook to visit Quancheng", and combined with the "Landscape Sage" route built around it to become a domestic classic tourism product, which comprehensively explained the heritage value of the cultural landscape of Quancheng in Jinan and created a profound atmosphere for applying for the heritage.

In addition, Jinan has also actively carried out cultural exchanges and cooperation at home and abroad, and strengthened ties and cooperation with other world heritage cities, such as signing a friendly cooperation agreement with Florence, Italy, to jointly carry out cultural heritage protection and inheritance. However, with the increasingly fierce competition in the application for World Heritage, the application for World Heritage is not achieved overnight. From a national perspective, it took 8 years for the Grand Canal to apply for the World Heritage, and 25 years for the Liangzhu Ancient City to apply for the World Heritage.

Every city has its own history and cultural heritage. Accelerating the application of "Jinan Spring and City Cultural Landscape" is an important way to enhance Jinan’s soft power, and it is also an important task for Jinan to build the spring capital of the world.

The road to applying for the World Heritage is not easy.
