  The strong recovery of marine economy helps the national economy to rebound.  

  The marine economy boosted the national economy by 0.4 percentage points.According to preliminary accounting, the total marine production in 2023 reached 9,909.7 billion yuan, up 6.0% from the previous year and 0.8 percentage points higher than the national economic growth rate, showing a strong recovery trend. The gross marine production accounted for 7.9% of GDP, an increase of 0.1 percentage points over the previous year. Among them, the added value of marine industry was 4,071.1 billion yuan, the added value of marine scientific research and education was 634.5 billion yuan, and the added value of marine public management services was 1,660.6 billion yuan, driving the added value of marine related industries to 3,543.5 billion yuan.

  The growth rate of marine manufacturing industry is higher than that of the whole country.In 2023, the added value of marine manufacturing industry was 2,986.1 billion yuan, an increase of 7.0% over the previous year and 2 percentage points higher than the national manufacturing growth rate. Among them, the added value of marine shipbuilding industry was 115 billion yuan, up by 17.6% over the previous year. The development of high-end, intelligent and green shipbuilding has been solidly promoted, and it has entered a new period of product whole spectrum development. The offshore engineering equipment manufacturing industry developed well, and its international market share continued to lead the world, with an added value of 87.2 billion yuan, an increase of 5.9% over the previous year. There is a strong demand for China’s chemical products in domestic and foreign markets, and the production and sales have increased. The added value of marine chemical industry is 434.3 billion yuan, up by 10.0% over the previous year.

  Marine service industry boosts national economic growth.In 2023, the added value of marine service industry was 5,896.8 billion yuan, accounting for 4.7% of GDP, which boosted the national economy growth by 0.3 percentage points and contributed to the national economy growth. Contact and aggregation services recovered quickly, with the added value of marine transportation industry reaching 762.3 billion yuan, up 8.5% over the previous year, and the cargo throughput of coastal ports reaching nearly 11 billion tons. The demand for sea islands for major infrastructure such as oil and gas, nuclear power and liquefied natural gas is strong. A series of policies have been issued, such as the Notice of the Ministry of Natural Resources on Further Improving the Protection of Land Use and Marine Elements and the Notice of the Ministry of Natural Resources on Exploring and Promoting the Three-dimensional Stratification of Sea Areas, to promote the continuous improvement of the level of economical and intensive utilization of sea areas and islands. The first demonstration of "Hemei Island" was launched, and 33 islands in China were selected. The efforts of marine ecological protection and restoration have been continuously increased. Since the 14th Five-Year Plan, the central government has invested 15.6 billion yuan to support coastal cities in implementing 63 marine ecological protection and restoration projects, among which 16 new marine ecological protection and restoration projects were implemented in 2023.

In 2023, ocean passenger traffic and ocean passenger turnover increased by 122.3% and 125.4% respectively. In 2023, the tourism revenue of Jiangsu and Hainan increased by 45.7% and 71.9% respectively, which exceeded the level of 2019. Marine tourism consumption tends to be diversified, and integrated formats are constantly emerging. The modes of "performing arts+marine tourism" and "museum+marine tourism" have become new hotspots. Residents’ diet is gradually upgrading to quality, and the consumption market of marine aquatic products is booming.   Investment in marine fixed assets is growing well.In terms of port construction, from January to November, the investment in fixed assets of coastal ports was 83.5 billion yuan, up 16.8% year-on-year, and the growth rate was 10.5 percentage points faster than that of the same period of last year, further improving the level of port greening and intelligence. The construction of cross-sea high-speed rail and submarine tunnel continued to advance. The cross-sea Fuxia high-speed rail with a total investment of 53 billion yuan, the Dalian Bay submarine tunnel and extension line were completed and put into use, and a number of major marine engineering projects entered a new stage.

  The volume of marine foreign trade has been steadily improved.In 2023, in the face of multiple risk challenges such as sluggish international demand and international geopolitical uncertainty, China’s marine shipping industry led the world in terms of three major indicators: the number of completed ships, the number of new orders for ships and the number of orders for hand-held ships. The export value of ships was increased by 35.4% year-on-year. With the substantial increase in the export scale of new energy vehicles in China, the number of new orders for automobile carriers accounted for 82.7% of the global total. In 2023, the container throughput of international routes in China’s coastal ports increased by over 4% year-on-year, and the foreign trade cargo throughput of coastal ports increased by nearly 10% year-on-year.

  Scientific and technological innovation leads the construction of modern marine industrial system

  Platform construction promotes industrial innovation support and service ability.The National Marine Science Data Center has been running steadily, the submarine data center has been laid out quickly, and the innovation center for marine metrology and detection technology has been established. The National Marine Pharmaceutical and Biological Products Industry Alliance was formally established, exploring a new mechanism and new model of enterprise-oriented, market-oriented and "Industry-University-Research Gold" collaborative innovation cooperation. The completion of the first phase test area of Tianjin Lingang seawater desalination and comprehensive utilization demonstration base will solve the verification problem of large-scale application of key seawater desalination equipment.

  Technological breakthrough accelerates the birth of new kinetic energy for industrial development.The megawatt tidal current generator "Endeavour" has been running continuously for more than 20 months, and the cumulative power transmission has exceeded 2.7 million kWh. The completion of the sea trial of the 20 kW floating thermoelectric power generation device marks a key step for the development and utilization of marine thermoelectric energy in China to be applied on a large scale at sea. China’s first self-developed megawatt wave power generation device "Nankun" successfully went to sea trial. The world’s largest 20 MW semi-direct drive permanent magnet wind turbine was successfully rolled off the assembly line, and the 2,500-ton self-propelled jack-up wind power installation platform "Haifeng 1001" independently developed and designed was officially delivered. The hoisting of offshore wind turbines with a single capacity of 16 MW was completed, 18 MW was off the assembly line, and the experimental base of 25 MW was approved.

  Policies promote the transformation and upgrading of traditional marine industries.In terms of marine fisheries, the Ministry of Agriculture and Rural Affairs and the Ministry of Natural Resources jointly issued the Opinions on Accelerating the Development of Deep-sea Aquaculture, and coastal provinces and cities such as Guangdong and Hainan issued relevant policies and measures to "promote the high-quality development of modern marine pastures" to help transform and upgrade traditional marine fisheries. In terms of marine manufacturing, the Ministry of Industry and Information Technology and other five departments jointly issued the Outline of Action for Green Development of Shipbuilding Industry (2024-2030), and coastal provinces and cities such as Shandong, Jiangsu and Shanghai successively issued three-year action plans for high-quality development of marine and offshore engineering equipment industries to promote the transformation and upgrading of green development of marine shipbuilding industry. With regard to the marine service industry, the General Office of the State Council issued "Several Measures on Releasing the Potential of Tourism Consumption to Promote the High-quality Development of Tourism", proposing to "expand marine tourism products and dig deep into marine island tourism resources".   Policies support the cultivation and growth of emerging marine industries.In terms of seawater desalination, the National Development and Reform Commission and other departments jointly issued the Opinions on Further Strengthening the Economical and Intensive Use of Water Resources, proposing that "coastal water-deficient areas and islands should use seawater desalination as a supplementary water source for life, a new municipal water supply and an important emergency standby water source, make overall planning and construction of seawater desalination projects, and explore ways to promote seawater desalination into the municipal water supply network", so as to promote the development and growth of seawater desalination industry from both supply and demand. In terms of marine power, the National Energy Administration issued the Notice on Organizing the Pilot Demonstration of Renewable Energy Development, and accelerated the cultivation of new technologies, models and formats of marine renewable energy from four aspects: the demonstration of far-reaching sea wind power technology, the demonstration of far-reaching offshore wind power parity, the demonstration of offshore energy island and the demonstration of deep integration of offshore wind power and offshore oil and gas fields.   Policies guide blue finance to empower the development of marine industry.In terms of industrial finance, government departments have pushed forward the new step of strengthening the financial sea, and Tianjin, Taizhou, Xiamen and other places have issued special policies to support shipping finance, the first shipping futures product in China — Shanghai export container settlement freight index (European route) futures listed, Zhanjiang, Shanwei and other places issued financial support for the development of marine pastures. In terms of development finance, China Development Bank issued guidance to support the construction of Hainan Free Trade Port. In terms of direct financing, in 2023, five blue bonds were issued in China’s domestic market, with the issuance scale exceeding 2.2 billion yuan. 31 sea-related enterprises completed IPO listing, and the financing scale reached 34.2 billion yuan. In terms of insurance, the ability of policy marine insurance has been steadily improved. China Fishery Mutual Insurance Society was established and issued a policy marine aquaculture insurance policy. The government and enterprises cooperated to launch products such as "marine ecological vegetation treatment insurance" and "marine prepared vegetable insurance".
