The thirty-sixth rectification item specified in the "Rectification Plan for Implementing the Second Round of Central Ecological Environmental Protection Inspector’s Report in Jiangsu Province" has been rectified. According to the "Measures for the Rectification of Ecological Environmental Protection Inspectors in Jiangsu Province" and other documents, the completion of the rectification of this problem is now publicized as follows:

I. Rectification matters

The water quality decreased obviously in flood season. In Huai ‘an, a large amount of sewage and garbage accumulate in the upstream of drainage pumping stations and culverts, and flow into the river with rainwater in flood season, which seriously affects the water quality in the downstream of the basin. In the flood season of 2020 and 2021, the water quality of six important rivers and lakes such as Zhangfuhe, Tangxianghe and Baima Lake decreased significantly. In July 2021, the proportion of excellent water quality sections in the 11 national examination sections in the city was only 27.3%, down 9.1 percentage points year-on-year, and the water quality of four rivers, including Nanliutang River, fell to worse than Grade V..

The annual average water quality of six rivers and lakes, such as Zhangfuhe, Tangxianghe and Baima Lake, reached the standard; The water quality of Shensanwei of Nanliutang River, the lake entrance sluice of Zhaogong River, Wangmupai Bridge of Wangmupai River and the north Hongsuzui of the drainage channel increased year-on-year, and the average water quality in flood season was eliminated.

VI. Rectification measures

(a) to carry out the flood season, the water quality is easy to decline in the upper reaches of the national and provincial examination sections, drainage pumping stations and culverts to intercept and store sewage. Organize comprehensive investigation and water quality monitoring of pumping stations and culverts in key areas to form a list of drainage pumping stations and culverts; Organize and carry out rectification with the focus on Class V and inferior Class V water bodies, promptly assign existing problems and urge rectification; During the special drought period in flood season, priority should be given to ensuring agricultural and domestic water; In the case of difficult ecological water supply, we will organize special supervision and assistance for water quality assurance in flood season sections, effectively prevent large fluctuations in water quality in flood season according to local conditions, and ensure water quality in key sections in flood season.

(2) Strengthening agricultural pollution control. Focus on doing a good job of straw leaving the field in key areas, and increase the storage and utilization of straw leaving the field in water-sensitive areas such as Hongjin, Shensanwei, Yubing River and Beihong, the seawater inlet; Carry out the consolidation and promotion of livestock and poultry manure resource utilization, and promote the supporting construction of manure treatment facilities in large-scale farms; Combined with the construction of high-standard farmland projects, we will carry out pilot projects for ecological transformation of farmland irrigation and drainage systems in agriculture-related counties.

(3) Promoting the construction of environmental infrastructure. Before the end of December 2022, 12 sewage treatment quality improvement and efficiency improvement zones will be built; Strengthen the construction of environmental infrastructure in key areas, and complete the transformation of rain and sewage diversion in six residential areas in Hongze District; Xuyi county implemented the rain and sewage diversion reconstruction project in Maba town, and built and repaired the municipal pipe network for 2 kilometers.

(4) Strengthening the construction and management of water conservancy projects. Improve the management and inspection system of culvert gates of pumping stations, strengthen the cleaning of water surfaces, and include the color and smell of water bodies in the daily inspection category, and handle them in time if abnormalities are found; We will promote the water-saving transformation of large and medium-sized irrigation areas, carry out the construction of Xingfu Lake and rural ecological rivers, implement the construction of small watershed management project, a national key project of soil and water conservation, and basically complete the tasks of water system connection and beautiful rural construction in Qingjiangpu District by the end of 2022.

(5) Strengthen encrypted monitoring and emergency response in flood season. Pay close attention to the rain and flood, and carry out encrypted monitoring of water quality in key sections. Strengthen the early warning of water quality, so as to find, dispose and eliminate problems early, and effectively prevent the decline of water environment quality. Strengthen the emergency duty of key rivers and sections such as Zhaogong River and Yubing River, which are prone to decline in water quality in flood season, find environmental hazards that may lead to a sharp decline in water quality in sections, start the response at the first time, and take effective measures to properly dispose of them.

VII. Completion of rectification

At present, various rectification measures have been put in place and the rectification objectives have been completed. In the month of July 2022, 11 national examination sections reached or were better than Class III sections, accounting for 45.5%, up 18.2 percentage points year-on-year; 57 countries and provinces accounted for 75.4% of the test sections reaching or better than Class III sections, up 15.8 percentage points year-on-year, ranking first in five cities in northern Jiangsu. During the flood season (June-September), the average water quality of the four sections of Nanliutang River, Shensanwei, Zhaogonghe Lake Entrance Sluice, Wangmupai River Wangmupai Bridge, and North Hongsuzui Drainage Channel were Class III, Class IV, Class III and Class III, respectively. In the same period of 2021, the water quality of the sections was Class IV, Class V, Class IV and Class IV, respectively, and the water quality of the sections was higher than that of 2021. The water quality of six sections, including Shunhe Bridge in Zhangfu River, Houying Bridge in Tangxiang River, Hongjin in Baima Lake, Tangcao in Xunhe River, Shensanwei in Nanliutang River and Wangmupai Bridge in Wangmupai River, all reached the standard. The details are as follows:

(a) the water quality is easy to decline in flood season, and the development of the special action for the upstream drainage pumping station and culvert to intercept and store sewage in the national and provincial examination section. Formulate and implement a special action plan for the renovation of drainage pumping stations and culverts in the city. Before the end of May when the flood season (June-September) comes, the water quality of pumping stations and culverts included in the renovation scope will be completely eliminated. Formulate and issue the city’s water environment protection work plan in flood season, promote the improvement of water environment quality in flood season, and give consideration to ecological water protection while fully protecting urban and rural residents’ life and industrial and agricultural production water. Carry out special supervision and assistance for water quality assurance of key sections in flood season to ensure water quality of key sections in flood season.

(two) the development of agricultural non-point source pollution control work. The implementation of off-field utilization of straw in key areas, four key county projects of comprehensive utilization of straw in the central government received central subsidy funds of 31.75 million yuan. Focusing on the catchment area of the national and provincial examination sections with sensitive water environment, the total area of straw leaving the field reached 1.5 million mu. The Notice on Further Promoting the Consolidation and Promotion of the Resource Utilization of Livestock and Poultry Manure was issued. In 2022, four centralized manure treatment center projects will be rebuilt and expanded. The Notice on Strengthening the Resource Utilization Plan and Account Management of Livestock and Poultry Manure was issued, and the comprehensive utilization rate of livestock and poultry manure in the city reached 97.74%. Seven agriculture-related counties in the city carried out a pilot project of ecological transformation of farmland irrigation and drainage system in accordance with local conditions in high-standard farmland construction projects.

(3) Construction of environmental infrastructure. Basically completed the construction of 12 sewage treatment quality improvement and efficiency up-to-standard areas, and completed the transformation of internal rainwater and sewage diversion in six residential areas in Hongze District, such as pipeline dredging detection, riser transformation, staggered connection transformation, new sewage system in Nanyang Station and pipeline defect repair. Accelerate the implementation of the rain and sewage diversion project in Maba Town, Xuyi County. Since 2019, the first phase of the rain and sewage diversion project in Maba Town has been completed, and the municipal pipe network has been built and repaired for about 26 kilometers, of which about 6.5 kilometers will be built and repaired in 2022.

(four) the construction and management of water conservancy projects. Supervise and urge counties to improve the management and inspection system of culvert gates of pumping stations, strengthen the cleaning of water surfaces within the management scope, timely salvage floating objects, and include whether the water color and smell of water bodies within the management scope of culvert gates pumping stations are abnormal in the daily inspection scope. Promote the effective connection between the backbone projects of large and medium-sized irrigation areas and the construction of high-standard farmland, and invest 368.89 million yuan to implement the modernization of large and medium-sized irrigation areas in Huailian, Qubei, Linong River and Honghuxu. Compile the Master Plan for the Construction of Happy Rivers and Lakes in Huai ‘an City, and issue the Implementation Plan for the Construction of Happy Rivers and Lakes in Huai ‘an City. In 2022, 91 self-assessments of Happy Rivers and Lakes will be completed. Vigorously promote the construction of rural ecological rivers and complete the construction of 118 430-kilometer rural ecological rivers. Completed the national key project of soil and water conservation with an investment of 27 million yuan, namely, the regulation project of Qinghe West in Qingjiangpu District, Yingdong in Huaiyin District and Gaogou Small Watershed in Lianshui County. Basically completed the pilot county project of water system connection and water beauty rural construction in Qingjiangpu District with a total investment of 380 million yuan.

(five) the development of encrypted monitoring and emergency response in flood season. Implement the "Work Plan for Monitoring, Early Warning and Forecasting of Water Quality in Flood Season in Huai ‘an City", and rely on the big data platform of Huai ‘an ecological environment to timely discover, investigate and dispose the early warning information of water quality automatic stations in sections. Organize the encrypted monitoring of water quality in flood season, and the ecological and environmental departments of Zhaogong River and Yubing River carry out on-site inspections, timely discover and dispose of environmental hazards, and fully guarantee water quality.

As soon as he saw this blue brick house at the junction of the railway, he fell in love with it-the house has a big courtyard dam, and a few meters in front of the door is the intersection of the three railways, hence the name "triangle road". Every night after ten o’clock, there will be a small train rumbling past the house, which is very charming but not noisy. From time to time, nearby residents will pass by carrying the vegetables they just bought, or the smell of fried bacon from next door will waft in. "This kind of life picture is in line with my memory of’ old Chongqing’, and this is the independent space I have been preparing for a long time."

  Fujian Province is soberly aware that at present, ozone pollution control in various places is not strong enough, measures are not in place, the level of waste gas collection and treatment of VOCs-related enterprises is still low, and unorganized emissions are serious. At the same time, there are a certain number of "scattered pollution" enterprises in various places, with backward production technology and simple pollution control facilities, which are also important factors causing atmospheric environmental pollution.

  The "Guidelines for the Prevention and Control of Ozone Pollution in Fujian Province (Trial)" was first issued in China. According to the characteristics of climate, topography and industrial structure in various places, it emphasized local conditions and the right medicine, and put forward the requirements of refined management in the whole process from source prevention, process control to terminal treatment.

Finally, these days, Professor Jiang returned to Tianjin to tutor graduate students, and the reporter seized this "hard-won" opportunity.

According to the report, in order to make Tianwen-1 land smoothly, Jiang Mingjing and his team spent two years simulating the construction of a Mars surface in Huailai County, Hebei Province. Shoulder the heavy responsibility and live up to expectations. It used to be a worldwide problem to simulate large voids in structural soil. Through analysis, Jiang Mingjing thinks that adding ice particles into soil materials at low temperature can artificially form large voids, and finally the structural soil can be artificially prepared. For this reason, he made a detailed experimental design, which was quickly recognized by the teacher. Although the idea is good, where can we find such a low temperature environment? Until Jiang Mingjing saw the cold storage in the school canteen. "I told the teacher that I have found a way to do the experiment, but I have to trouble you to say hello to the school logistics department."

I heard that Dr. Jiang was going to do the experiment, and the logistics readily "gave the green light". Nanjing in midsummer is as hot as fire, just like Jiang Mingjing’s mood of looking forward to the experiment. In order to get the data as soon as possible, he kept his hands on the experimental equipment. The air compressor was used in the experiment, which was very loud, especially in the dead of night. "I am used to it myself, that is, I suffered the residents nearby. At first, some people reported to the director. Later, when everyone knew that they were doing the experiment, they all expressed their support and understanding. I am very moved by it in retrospect."

Thick accumulation can make thin hair. Jiang Mingjing’s research achievements have attracted wide attention in the world. He has not yet graduated from a doctor, and many world-renowned universities have sent him warm invitations. At the beginning of 1998, he went abroad and worked as a postdoctoral researcher in Osaka Soil Experimental Institute, Kyoto University, Lavalle University, Manchester University and Nottingham University. In 2006, with the belief of serving the motherland, he resolutely returned to Tongji University to teach.

Jiang Mingjing: My research field is soil mechanics, which is an applied discipline to study the stress-strain or stress-strain-time relationship and strength of soil under the action of force. It is a branch of engineering mechanics. The research object of soil mechanics is soil and soil closely related to human activities, including artificial soil and natural soil, and groundwater closely related to the mechanical properties of soil. Soil mechanics is widely used in the design of foundations, retaining walls, geotechnical structures and dams, and is an important branch of engineering disciplines such as civil engineering, geotechnical engineering, engineering geology and energy engineering.

The development of soil mechanics should be initiated by Coulomb, which can be roughly divided into three historical stages: germination period (1773-1923), classical period (1923-1963) and modern soil mechanics (1963-present). Modern soil mechanics is a system based on macroscopic test results, continuum mechanics method and macroscopic constitutive theory of soil, and numerical analysis methods such as finite element and finite difference are used as tools, which plays an important role in geotechnical engineering practice.

Jiang Mingjing: Recently, I am mainly engaged in deep-sea engineering projects. With the rapid development of China’s coastal economy, the proposal of the "Belt and Road Initiative" and the promulgation of the "Thirteenth Five-Year Plan" for the development of the national marine economy, offshore engineering projects such as offshore wind power, cross-sea bridges, submarine tunnels, offshore oil drilling platforms, seawater power generation, submarine pipeline laying, land reclamation and marine nuclear energy are constantly increasing, and offshore engineering projects are constantly growing and enriching. Ocean engineering has changed from traditional engineering projects to new engineering projects, and gradually developed from offshore and shallow sea to far sea and deep sea. The scale of the projects is also expanding, which puts forward higher requirements for the sensitivity, safety and durability of ocean engineering. A series of marine resources development is accompanied by many engineering and technical problems that need to be solved urgently, such as the safety of mining platforms and submarine optical cables, and the early warning and mitigation of natural disasters such as submarine earthquakes and seabed landslides are also the core issues of global concern.

Taking the exploitation of deep-sea natural gas hydrate resources as an example, the decomposition of hydrate will inevitably lead to the deterioration of the mechanical properties of the seabed, and improper exploitation methods may induce large-scale disasters (such as landslides) or the collapse of pile foundation platforms. How to choose a safe mining mode and area to reduce the impact of mining activities on the marine environment has become the primary problem in the actual hydrate mining process. It is very difficult to conduct on-the-spot investigation and research on the seabed, and it is expensive to simulate the deep-sea environment by laboratory tests. Therefore, we need to strengthen scientific research and comprehensively analyze the promotion of marine engineering to ensure its safety and feasibility.

Reporter: After listening to your introduction, we probably know the practical application of soil mechanics. What are your professional opinions on the future development opportunities in this field?

Jiang Mingjing: A new key field of soil mechanics has emerged-macro-micro soil mechanics. In the past 40 years, macro-micro soil mechanics has experienced germination, embryonic form and growth period, so it can be said that it is now welcoming the stage of accelerated development. I think the development opportunities of macro and micro soil mechanics in the future mainly include the following four aspects.

The first is to establish an efficient calculation method suitable for various geotechnical engineering problems. The research in this field may involve the physical and mechanical mechanism on the molecular or nanometer scale, and it also needs efficient coupling calculation methods. Because hundreds of millions or even trillions of particles need to be calculated, this will require high computing power. With the rapid development of computer technology, this contradiction will gradually weaken.

Secondly, according to the real working environment, the model of the difficult rock and soil mass of the "Three Deep Projects" and the relationship between the structural evolution and the macro-characteristics are established. The research in this field not only needs the micro-and micro-scale experimental technology to simulate extreme environments such as high/low temperature, high water pressure, high vacuum and chemistry, but also needs to solve the contradiction between the scale effect of representative units and the limitation of experimental testing accuracy, and also needs to develop the extraction, processing and analysis technology of micro-and micro-structural information in three-dimensional soil. However, with the development of multifunctional, high-precision and large-range X-ray CT, these problems are expected to be solved step by step.

The third is to establish a practical theoretical model, and solve all kinds of complex and difficult core problems in geotechnical mechanics and engineering of "three deep projects" to help improve the engineering design level. In different geotechnical engineering problems, the stress path experienced by soil is different, so it is difficult to accurately obtain the stress path and mechanical properties of undisturbed soil in the field by current geotechnical testing technology. Therefore, it is a research idea to establish a practical constitutive model by using appropriate methods for simulation and corresponding indoor experimental research.

Fourth, the four branches of macro-micro soil mechanics and modern soil mechanics and the cross-development of other disciplines. Macro-micro soil mechanics can not only cross theoretical soil mechanics, computational soil mechanics, experimental soil mechanics and applied soil mechanics in this discipline, but also cross other disciplines, such as rock mechanics and near-field dynamics in mechanics disciplines. This will not only contribute to the self-development of macro-micro soil mechanics, improve modern soil mechanics, but also promote the rapid development of other disciplines.

In a word, macro-micro soil mechanics has become one of the most dynamic research directions, and its accelerated development period is coming soon. To this end, we need the participation of many young scholars with solid foundation and prime of life, as well as the care and support of senior researchers who have been fighting in the front line of scientific research for a long time and have a deep understanding of difficult and key problems in geotechnical engineering.
