According to the arrangement, an upper limit will be set on the number of applications accepted at the initial stage of the plan and will be allocated by computer lottery. 200 applications will be accepted every working day in the first week after the application is opened, and 300 applications will be accepted every working day from the second week. After that, the application situation will be reviewed and the number of applications accepted will be gradually increased. Applicants must first register for the lottery through the designated website.
In addition, the "Hong Kong train going north" is designed for non-operating private cars, so the registered owner of the vehicle must hold it in his own name, and the applicant must be a Hong Kong resident with a valid Hong Kong identity card and a "Home Visit Permit" and have obtained driving licenses from Hong Kong and the Mainland. The number of vehicle seats (including driver’s seat) to be applied for shall not exceed 8, the length of the vehicle shall not exceed 6 meters, and a valid Hong Kong vehicle license shall be held.

Li Yaopei, president of the Hong Kong Automobile Association, predicted that more than 400,000 vehicles in Hong Kong would meet the qualification of "Hong Kong cars going north", and said that the Automobile Association would cooperate with relevant parties in Guangdong Province to provide assistance to Hong Kong drivers going north.
