When referring to the Haixing nuclear power project in Hebei Province, the Summary of Reply to Recommendation No.7465 of the Fourth Session of the 13th National People’s Congress (hereinafter referred to as "Reply to Recommendation No.7465") published on the website of the National Energy Administration on February 24th pointed out that "in the next step, we will do a good job of overall coordination, and study and promote the Haixing nuclear power project in due course after all parties reach an agreement."
In the Reply to Proposal No.7465 written on July 15th, 2021, National Energy Administration pointed out that Hebei Province is a big province of energy consumption, with a high proportion of coal consumption, and the pressure of clean and low-carbon energy transformation is great. At the same time, wind energy, solar energy and geothermal resources are abundant and have certain development potential in the future. In recent years, we have adhered to the supreme leader’s ecological civilization thought, fully implemented the new energy security strategy of "four revolutions and one cooperation", and vigorously promoted the green and low-carbon energy transformation in Hebei Province. During the "Thirteenth Five-Year Plan" period, the total coal consumption in Hebei Province declined rapidly, exceeding the target task of reducing the total coal consumption by 10% issued by the state.
With regard to supporting the preparatory work of Haixing nuclear power project in Hebei Province, the National Energy Administration pointed out in the Reply that "at present, Haixing nuclear power project in Hebei Province has been included in the key projects of the Outline of Beijing-Tianjin-Hebei Collaborative Development Plan, and relevant demonstration work is being carried out. In the next step, we will do a good job in overall planning and coordination. After all parties reach an agreement, we will study and promote the Haixing nuclear power project in a timely manner. "
Haixing Nuclear Power Project is located in Haixing County, Cangzhou City. In August, 2014, the First Information Announcement of Public Participation in Haixing Nuclear Power Project in Cangzhou, Hebei Province issued by Cangzhou Municipal Government revealed in detail the site selection, technology selection, investment, planned start-up and construction time of Haixing nuclear power project.

In the next step, together with the National Development and Reform Commission, the Ministry of Ecology and Environment and other departments, we will fully listen to the opinions of all parties, actively promote the work related to Haixing project, and promote the coordinated development of project construction and local economy. At the same time, strengthen nuclear power science popularization and public communication, and strive to create a good social environment. "
