In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the Central Economic Work Conference, fully implement the deployment of the Second Plenary Session of the 13th Provincial Party Committee, the Economic Work Conference of the Provincial Party Committee and the provincial high-quality development conference, further boost the confidence of market participants, stimulate the vitality of enterprises, solidly promote the overall improvement of economic operation, and achieve steady improvement in quality and reasonable growth in quantity, this policy and measure are formulated.
First, increase fiscal and taxation financial support
(a) the implementation of tax reduction and fee reduction measures in countries. Small-scale taxpayers with monthly sales of less than 100,000 yuan (inclusive) are exempt from VAT, and VAT is levied at a reduced rate of 3% for small-scale taxpayers, and VAT is paid in advance at a reduced rate of 3% for small-scale taxpayers. We will implement the policy of reducing the "six taxes and two fees" for small-scale taxpayers, small-scale low-profit enterprises and individual industrial and commercial households. Enterprise income tax shall be reduced or exempted for high-tech enterprises, technologically advanced service enterprises and small-scale low-profit enterprises according to regulations. (2) Implementing the support policies for the value-added tax industry. For specific industries or small and micro enterprises stipulated by the state, the incremental VAT tax allowance will continue to be refunded in full monthly. Taxpayers in producer services are allowed to add 5% to the deductible input tax in the current period to offset the tax payable, while taxpayers in life services are allowed to add 10% to offset the tax payable in the current period. (three) in accordance with the unified national arrangements, continue to implement the phased reduction of industrial injury and unemployment insurance rates policy, the implementation period until April 30, 2023. Among them, the unemployment insurance benchmark rate will continue to be implemented at 1%, and the floating rate policy will continue to be implemented; On the basis of implementing the industry benchmark rate and floating rate policy, the industrial injury insurance will reduce the unit payment rate by 20% in a unified stage. (VI) Lighten the burden of financing guarantee fees for small and micro enterprises, and grant 0.5% of the business amount to local financing guarantee institutions in Jiangmen, Huizhou, Zhaoqing and eastern Guangdong, western Guangdong and northern Guangdong for small and micro enterprise financing guarantee businesses with a single-family guarantee amount of less than 10 million yuan and an average annualized guarantee rate of no more than 1.5%. (VII) Optimize the compensation mechanism for financing re-guarantee and the subsidy mechanism for fee reduction. (11) Implement policies such as phased exemption of vehicle purchase tax for new energy vehicles, encourage qualified cities to introduce policies such as supporting trade-in of vehicles, going to the countryside and purchasing new energy vehicles, hold province-wide automobile-themed activities to promote consumption, and encourage automobile enterprises to carry out new energy vehicles to the countryside to benefit the people. Guangzhou and Shenzhen have optimized the regulation and management of the total number of cars, and relaxed the qualification for applying for car indicators in stages. (12) Optimize the investment, construction and operation mode of charging piles (stations) for new energy vehicles, and introduce local standards for the construction of urban parking facilities. If charging facilities are installed in existing parking spaces, planning, land use and construction permit procedures will be exempted, and the full coverage of charging facilities in conditional communities and operating parking lots will be gradually realized. (49) If the R&D expenses actually incurred in the R&D activities of qualified manufacturing enterprises and small and medium-sized scientific and technological enterprises are not included in the current profits and losses, they will be deducted according to 100% of the actual amount before tax on the basis of actual deduction according to regulations; Where intangible assets are formed, they shall be amortized before tax according to 200% of the cost of intangible assets.
